Oxnard High School

Discipline

The goal of the discipline policy at Oxnard High School is to provide a structured climate, which is safe and orderly and enables students to learn at an optimum level. The discipline policy is designed to provide all students the opportunity to develop positive self-control, successful interpersonal skills, self-direction, self-understanding, and the self-worth that comes with knowing that they are achieving their academic goals while maturing as an individual. The policy will be well communicated and consistently enforced. Conduct that is counterproductive to an individual's learning or self-development; that is detrimental or unsafe to persons or property; that violates laws, policies, or commonly accepted standards will not be tolerated.

Oxnard High School has a Zero Tolerance policy for violence, graffiti, tagging, and gang related activity. All students are expected to comply with the school regulations outlined herein and to respect the authority of the school staff. All staff members are expected to enforce school and district policies in a firm, fair, consistent, and timely manner.

Specific Procedures for Disciplinary Consequences

The sequence of disciplinary consequences follows the "progressive discipline" model and begins with minimal actions, which can be taken and ends with the maximum action, which can be administered. This listing does not imply that a "step by step" progression of increasing severity needs to be used by the school staff in dealing with a violation. Disciplinary consequences are based on circumstances unique to each individual incident of inappropriate behavior and will be dependent on such factors as:
  • The severity of the incident.
  • The student's attitude which includes the student's sense of ownership of the behavior (accepts responsibility or shifts blame) and willingness to change.
  • The student's discipline record.

Corrective Disciplinary Consequences

Teacher/Counselor/Administrator:

Student Conference - Clarify expectations and let student know what consequences will be recommended or assigned if inappropriate behavior continues.
Parent Conference - Parent informed by phone or in person with conference documented, incident explained, and future consequences reviewed.
In-School Disciplinary Consequences - Includes teacher assigned detention, Saturday Work Program, class suspension (up to two days), In-School Suspension, At-Home Suspension, and being recommended to the Student Study Team (SST) for possible alternative educational placement. Teachers will use a Disciplinary Referral Form outlining specific behaviors, which violate the Discipline Policy so that administrators may assign appropriate consequences.

Administrator-Assigned Disciplinary Consequences:

Detention - Students will be required to attend school-sponsored detention for up to one hour after school. Students who do not serve their office assigned detention are automatically assigned Saturday Work Program.
Saturday Work Program - Students will be required to attend a program study (2 hours) and campus clean-up (2 hours) on a designated Saturday morning from 8:00 a.m. to 12:00 p.m. Students who do not serve their Saturday Work Program will be assigned two (2) days of In-School Suspension.
Suspension (In-School) - Student will be required to attend up to six hours of school-sponsored suspension at a designated location where they will study and participate in campus clean up. There will be zero tolerance for behavior problems. Students not completing their In-School Suspension will be suspended from school (At-Home) for two (2) days.
Suspension (At-Home) - Student is removed from school due to the serious nature of the inappropriate behavior for one to five days not to exceed 20 days in one year. The student must have a parent/guardian accompany him/her upon student's return to school and conference with an administrator prior to being allowed to return to classes. The student is not to appear on campus nor attend any school functions (after school or evening) while on home suspension.
Referral to Law Enforcement - Inappropriate behavior may not only violate school and district policies, but state and local criminal law. If it is determined that criminal laws have been violated by our students, school officials will notify appropriate law enforcement authorities as well as take appropriate action to satisfy Education and Penal Code mandates.
Recommendation for Expulsion - When the Principal determines that a student has committed an offense(s) which by Section 48900 of the California Education Code is (are) considered grounds for expulsion, the Principal has the authority to recommend that the student be expelled. The Board of Trustees has the final decision on all recommendations. Expulsion causes the student to be terminated from enrollment in the OUHSD.

Counselor/Administrator:

Student Study Team (SST) - Students referred to the Student Study Team may be referred to an alternative educational program which includes Frontier High School, Independent Study Program, Opportunity Program, Gateway, Teen Parent Program, Pacific View Community Day School, Reduced Day Schedule, and Adult Education.

Tardy Policy

Every student is expected to be on time for school. If a student is 15 minutes or more late, he/she will be considered truant. If the student is less than 15 minutes late, he will considered tardy. A student will be considered tardy if he does not have a valid written excuse (cleared through the office) or is not at his assigned seat when the tardy bell rings. The only valid excuse from the home would be extreme family emergency (cleared through the office). Car trouble, etc. is not a valid excuse. All tardies without written excuses are unexcused tardies for which detentions will be assigned. Students are expected to be in class on time. Student who are caught outside of class after the tardy bell will be sent to the office and assigned a detention. Consequences for excessive tardies are as follows: Tardy Number 5 - Parent Conference; Tardy Number 7 - Saturday Work Program or suspension will be assigned; Tardy Number 10 - May be dropped from class after parent conference. If a student is dropped from two classes because of tardies, he/she will be put on a four-hour program and then dismissed from school. If there is a continuance of tardies and a drop from another class, a Student Study Team (SST) meeting will be held to consider alternative means of education for the student.

Students Coming to School After 8:00 A.M.

Students shall enter the school through the "Main Student Entrance" gate between the Administration Building and the Performing Arts Building. All other gates will be locked. The front reception area of the Administration Building will be to welcome visitors ONLY!

Citizenship

The goal in discipline is for the students to grow and develop self-control and self-direction to the point that their habits and attitude will enable them to live harmoniously within their group and ultimately, to achieve self-mastery. Some measures of control are necessary with students. The classroom teacher is directly responsible for the conduct of students in the classrooms. Such actions as disobedience, violation of reasonable rules, defiance of authority of teachers, insubordination, habitual profanity, vulgarity, fighting, or smoking upon school premises will not be tolerated.

Classroom Behavior

Teachers have the right to expect students to follow classroom regulations.

Passing Time Between Periods
There will be no loitering between classes. Students are to proceed on to their next class, take their seat, and prepare for class.

Metal Detection / Canines

In accordance with the Oxnard Union High School District's policy on weapons effective Spring 1992, Oxnard High School conducts random search searches of students each day. The searches are aided by the use of metal detectors. Student who are found with a weapon will be recommended for expulsion. Any other items found which are inappropriate for school will be confiscated and handled according to school policy; i.e., beepers, radios, walkman, etc.

It is the intent of the Oxnard Union High School District to use trained detection canines in an effort to provide a school environment that is safe and drug free. The routine inspection of areas such as classrooms, lockers, gym areas, common areas, parking lots, or vehicles located on district property shall be performed unannounced and on a random basis.
